Donation and Refund Policy

Donations

Use of Funds: All donations are used exclusively to further SEAL USA’s mission, including but not limited to funding programs, events, and operational expenses.
Tax Status and Deductibility: SEAL USA is a registered nonprofit in the State of Minnesota. However, contributions made directly to SEAL USA are not tax-deductible under federal tax law unless processed through SEAL USA’s designated fiscal sponsor, which qualifies as a tax-exempt entity under Section 501(c)(3) of the Internal Revenue Code. Donors requiring a tax-deductible receipt must contribute through SEAL USA’s GiveMN page or other approved fiscal sponsorship channels. Refund Policy

Non-Refundable Contributions: All donations are irrevocable and non-refundable, except in cases of fraud, duplicate transactions, or proven processing errors.

Zelle Payment Disclosure

Finality of Transactions: Donations made via Zelle are immediate, non-reversible, and cannot be canceled or retrieved by SEAL USA once processed.
Security Advisory: SEAL USA does not solicit Zelle donations through unsolicited direct messages, personal emails, or social media platforms.

Fiscal Sponsorship & Fiscal Agency Disclosure

SEAL USA is a registered nonprofit organization that may, on occasion, enter into fiscal sponsorship or fiscal agency relationships with other groups, initiatives, or institutions. This disclosure outlines the nature and scope of these arrangements in the interest of transparency and legal compliance.

What is Fiscal Sponsorship?
Fiscal sponsorship is a formal arrangement in which a 501(c)(3) nonprofit (the sponsor) allows another project or group to operate under its tax-exempt status. The sponsor assumes legal and fiduciary responsibility for the project’s charitable activities and donations, providing oversight and ensuring compliance with IRS regulations.

SEAL USA may operate as:

  • A fiscal sponsor for smaller or emerging initiatives that align with its mission and meet legal and financial criteria; or

What is Fiscal Agency?
Fiscal agency is a different arrangement in which one organization (the agent) temporarily manages funds or provides administrative support for another, without extending its tax-exempt status. Unlike fiscal sponsorship, fiscal agency does not confer eligibility for tax-deductible donations and is generally used for operational or back-office support agreements.

SEAL USA may act as:

  • A fiscal agent for projects or groups that need limited financial services but retain full legal and tax responsibility; or

  • A client of a fiscal agent for specific grant-funded projects or partnerships.

Nature of Future Arrangements
